Here’s everything you need to know about the upcoming changes, effective 31 December 2024, to stay ahead of the curve.

Clarifications from the DfT and DVSA

The Department for Transport (DfT), in collaboration with the Driver and Vehicle Standards Agency (DVSA), has issued updated guidance for heavy goods vehicles (HGVs) and public service vehicles (PSVs) operating internationally. These updates aim to align the UK’s rules with international obligations while ensuring vehicles operating solely within the UK remain unaffected.

Changes for HGV Operators

From 31 December 2024, HGV drivers operating vehicles over 3.5 tonnes on international journeys between the UK and EU must produce drivers’ hours records for 56 days (up from the current 28 days). This includes digital data, analogue charts, and manual records.

AETR Rules for International HGV Journeys

HGV operators should note that certain UK/EU-specific drivers’ hours rules do not apply to AETR (European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport) journeys. These include:

Requirements for returning to base or the driver’s residence.

Interrupting weekly rest periods.

Handling unforeseen events when reaching an operational centre or driver’s home.

Accommodation requirements during weekly rest.

The 56-day record production mandate.

Implications for PSV Operators

To meet international requirements, PSVs with more than 10 seats must comply with AETR drivers’ hours and tachograph rules for international journeys between the UK and EU.

There is no change for UK-registered PSVs used solely on domestic journeys. These vehicles should continue to adhere to the existing UK drivers’ hours regulations, commonly referred to as EC Drivers’ Hours rules.

Tachograph Fitment Deadline

The assimilated tachograph rules under Regulation (EU) 165/2014 remain unchanged. However, by 31 December 2024, operators must ensure that any HGV or PSV used for international transport between the UK and EU is equipped with a smart tachograph 2.
